Trying to remember a sci fi book

I read a book maybe 15 years ago, and it may have been old even then.

Humans had conquered the galaxy, taken over other races through aggressive warfare. One man from a different race was still fighting the humans, even though the rest of his people had been destroyed.

He had inherited a secret weapon from his father, also a freedom fighter. He chose to use it against the hunter who was chasing him. When he released the secret weapon, it turned out to be a whole squadron of soldiers concealed in a small container. He had no plan and no real battle experience, no weapons for all those soldiers to use, and no ships for them to fall back to. They were easily annihilated. The human hunter killed him, but realized that had that secret weapon been used a generation before, it might have been enough to turn the tides of the war and humans may have lost. This might have been a good thing because humans had grown too powerful and evil. But now they had truly conquered everything.

The spirit of the man who was killed was taken into a greater consciousness that had existed before the beginnings of the world. He began to be able to see the bigger picture of what he had done and the mistakes he had made, and how irrelevant his whole life seemed to be.

This is what I remember, but I have no idea who the author was or title.
 
Bumping this because I've been thinking about it again. Does anyone recognize this?
