Can you please help me find the name of this book?

There's this book that I'm trying to find. The main character is a boy and he lives in a kingdom where the people have the power to control light. At the beginning of the book, he climbs up high to use his power to light a torch that is in the sky or something. His uncle or something is an inventor who creates tunnels in the kingdom to go from place to place. The main character somehow meets a girl (I think she has a power too, but it's not to control light) from another kingdom that is on bad terms with his kingdom and decides to help her get back to her kingdom. I think it's also snowing outside in the book.

Your description made me think of Brent Weeks' Lightbringer series but it doesn't quite fit. Excellent series though if you want to pick it up while trying to find your mystery book.
