Fairly recent novel about a psychic private detective

Hello,

This novel is fairly recent. I believe it is may be first in a series, but at the time I read it there was only one released. The protagonist is a psychic who currently works as a consultant to the police department. He previously was some sort of professor or researched but was kicked out of some sort of guild that oversees most people with psychic ability due to drug abuse. Some sort of designer drug that turned out was a product of the previously mentioned guild (I believe for research on how to increase psychic powers.)

The deuteragonist is a female police officer, captain of the precinct or at least in charge somehow.

The protagonist and the lady cop investigate a series of crimes, and thats pretty much all I can remember!

You might also want to look at the "PsyCop" novelettes by Jordan Castillo Price, with Our Hero, Victor Bayne. The plot line seems similar to your description with one major exception: Victor is gay, and his lover, Jacob, is also on the police force. Thats interesting, you almost never see a protagonist who is gay or lesbian.
