Looking for a SF short story about something called "The Brew"

I must've read it around 20 years ago. The story revolves around a hunt for the inventor of a substance called the Brew. He's a scientist and a demagogue with his own cult following. The Brew itself causes a kind of physical reversion and rebirth. Can't recall in which anthology I read it.
