Was Gonzalez actually Hydra?

Watched the latest episode last night (where SHIELD meets with the InHumans). When they were handing Cal (Kal?) over to Gonzalez, Cal said to Gonzalez "I've never killed a SHIELD agent, just your people, and they deserved it." No-one reacted, and I think maybe it was intended to just whiz by, but I think Cal was saying that Gonzalez is Hydra.

Not that it matters that much, given what happened next...

I don't think so. I think Gonzalaz was completely and utterly devoted to SHIELD. He was idealistic, maybe misguided, but definitely not Hydra.

I think that was just Cal putting Gonzales down to the effect of saying that Cal only recognised Coulson's version of SHIELD, and that Gonzales was a rogue group - which is effectively true, to a point.
