Easy Drawing Programs

Does anyone know of any drawing programs that might be helpful in drawing a webcomic?

I want something that is like one of those music synthesizers, but for pictures. Something that will enable someone with NO drawing talent or ability to make a recognizable or even possibly acceptable picture beyond a stick figure. I can make recognizable, though definitely repetitious and far from inspired "music" with a synthesizer, though I have even less talent for music than for drawing. I only see the pictures as a way to put the words in and, hopefully, not terribly vital to telling the story completely
 
The closest thing I ever saw to that idea was "Story book Weaver". It was pretty gruesome. Anything than does this needs a massive number of backgrounds and giant library of clip art of objects and characters. Then resizeable text balloons.

You can do it with Visio or Powerpoint and a massive amount of clip art.

There was also a DIY Batman cartoon book making program. Total junk.
 
There are services like Pixton that you use completely online. They have sample graphics to use, or you can upload your own -- helpful for when you're not so great at drawing yourself and just want to tell a story.
