Looking for a 1970s dystopian film set in europe

Hi

I am looking for a film which was set in the 1970s about a dystopian Europe that had closed its doors to outsiders. There was a particularly memorable scene where migrants were herded onto a walkway in a cave alongside an electrified fence and electrocuted then fell into an abyss one side. Memory is a bit hazy. I seem to remember that it was a drama but was filmed a bit like a documentary. I don't remember much else, but the recent migrant issues triggered a memory of it. Does anyone out there know what film I'm talking about? I know it's a long shot!

Set in the 1970s or made in the 1970s. Any more details? When did you watch it? - that would help eliminate more recent films. Was it a European film (ie non American or British)?

I'm not sure why Forbidden Planet is on that list but it might be worth going through.
 
This sounds very much like a TV drama set in Germany, which was shown on British TV in the late 90s (it might have been shown as a film elsewhere). The detail about the fence was definitely in it and it was filmed like a documentary, but the setting was either an alternative present day or the near future. I'm afraid I can't remember much more than that, except that the hero was a detective and his sidekick was Turkish.
