Three extinct alien races on planet, Earth expedition reconstructs their billion year history

Trying to find this book which I purchased decades ago and now cannot find.
Expedition from Earth finds extinct civilization at other star, and has a device that can allow view of past events in history. Discovers planet had three intelligent races which died out over a billion years. The last race was of some vampiric type preying on the other two.
