Barbarian (?) In the future self changing roads

A friend read it about 20 years ago. All he can remember is he thinks it's a barbarian, a futuristic high technology dystopian type rule, and roads that change and fix themselves.
Any ideas?

My first thought was "The Roads Must Roll" by Robert A. Heinlein, but I don't remember it being a dystopian type society.

Nope, he doesn't think that's it. He seems to remember the roads heal themselves?

Hi,

Is the barbarian a neanderthal by the name of Alley Oop brought to the future? If so it may be The Goblin Reservation by Clifford Simak. Awesome book by the way.
