looking for a book I read in the 60's

I don't know the author or the title. I don't even remember much of the story, but what I do remember has stuck with me for over 50 years. Everyone was made sterile at birth and only allowed to reproduce after successfully graduating from a course on family and parenting. Once they signed up to have a family and raise children that became their job. They were supported by the government. I would really like to read this book again.
