Short story about personal digital devices

12-15 years ago, I read a short story in an anthology about a personal digital device or app fad which swept the globe. The device would beep users to perform minor tasks which would usually end up creating a random act of kindness for someone. The story progresses with a politician becoming concerned about the unknown motives of the device/app and then being driven to acceptance of the app by a series of app-driven events.
 
Possibly something set in the same universe as Bruce Sterling's "Maneki Neko" (which you can legitimately read online here)? I'd definitely be interested to know the answer, if not.
