YA, Sci Fy, young woman pursued across gallexy with multiple identities

written at the earliest in the 90's, young woman in space far in the future begins hearing voices, discovers multiple identities within her self. Using her skills and those of her identities she, cuts off her hair and disguises herself, flees pursuers. gets some help from a guy. she's some how political and is pursued by mysterious clergy/people with painted faces. at the end she reaches her goal safely has her own face painted to inform others of her many identities.
