It's not simply that there are more impact craters on the moon than originally thought - but that impacts can disperse rocks over large distances, creating a specific hazard for any future astronaut missions and even moonbase:

The moon has hundreds more craters than we thought

“If you are an astronaut sitting on the surface, you don’t necessarily have to worry about being directly hit by a meteorite, but you would have to worry about all these secondaries, that are coming from kilometres and kilometres away.”

From here: "Mars has over 250,000 craters created by asteroid impacts, the Moon has millions – too many to count."

The Earth has more craters than we thought as well. With the advent of satellite photography, we have discovered hidden evidence of craters right here on Earth so that we can now start cataloging them. Meteor Craters - Explore 50 Asteroid Impact Sites! - GEOLOGY.COM
Also, there's this:

But, I see the point of your quote - There is no friction from air on the moon, so the smithereens would have no resistance and scatter great distances.
