The Alban Hills, on the outskirts of Rome, are apparently a dormant volcano that is slowly coming back to life. While the city of Rome itself will eventually be threatened, no eruption is expected for a 1,000 years or so:

Volcano slowly reawakening on Rome's doorstep

So there is a magma dome building up under the city? Yes I know it a 1000 years from now , but it would be a tragedy to lose one this worlds greatest and oldest cities. From an engineering stand point , can't they dig down to dome and relieve the pressure and perhaps vent the lava away from Rome? If not now maybe in the future?

Which gives the Vatican plenty of time to arrange for some sort of Divine Dispensation.

If the Volcano belches white smoke, all is well. When the city is enveloped in Black smoke; it's time to drop your smocks, grab your Miters and Albs, a bottle of Sacramental wine and bolt for the Holy Land.
