Story based in Chicago - need title

70's-80's era Sci-Fi plot set in near-future Chicago. Economy is bad, lots of cops, economy of all countries run by genetically enhanced big headed kids protected by cops. Hero is unemployed and becomes part of a resistance to this new system. The resistance teaches all recruits martial arts and meditation.

The kids were large-headed physiologically, and odd. At one point a couple of them order the cheif of police to show them two people having sex. This is in a large residential/recreational combination police station in Chicago. The top cop is very embarrassed for the two youngsters, but they run everything. It shows how seperate they are from the humanity they are running. This was written at a time in the 70's when we had been going through years of growing inflation along with growing unemployement. That was the scene in the book as well.

Wrong side of "the pond." But I really like Brunner, and that kind of "strange new bunch of kids" idea alway has some appeal for me. So you have given me a new book to search out and explore!

I didn't find the review showing it was Britain based.
I only saw a blurb about hyperintellingent kids who start to take over.
BTW the story has sequels (I think!) so maybe their power spreads geographically...

The search goes on....
 
2 Random titles came into my head this morning while reading this again - emerald eyes and the last dancer - (thinks) by Daniel Moron - however that surname seems a bit unlikely :)
