Here's your chance to get a story in front of US Congressmen and governors.

No entry fee for first entry, optional second entry for $24. Deadline October 13, 2017.

8000 word maximum.

$2000 first prize, five runners-up $500 each.

For 2017, the Futurescapes Contest theme is “Blue Sky Cities.” We’re seeking stories set in a near-future city where significant strides have been made toward improving air quality, climate adaptation, or even net positive impacts on climate and air quality.

Doesn't seem to say anything at all about residency, so I would assume so.

The actual entry form asks for the country as part of the address. So I would say, definitely yes to the question of do they accept entries from outside of the USA.
