Dividing up a country SF style (?)

I'm pretty sure this will have already been covered by a SF author, or prehaps ALT-Earth author, and as I don't think this belongs in GWD, I'm posting it here.

What would the process be if a country devolved independently, and electively into various 'mini-countries' ?

What I mean by this, is what would have to be considered in terms of the Public Purse, etc.

For example, London, Birmingham, Manchester, Newcastle, Edinburgh, Bristol, Liverpool want to manage themselves independently of London Parliament.

What kind of processes would have to come into play for this bird's nest knot to come to being?

Also, can you recommend any reading on it?

One doesn't have to go into SF to find real-life examples. Anarcho-Communism of the late teens in Russia? Israeli Kibbutzim of the 1950s?

For science fiction, you might try the post-apocalyptic variety (for instance, Alas, Babylon).

I would look at all the documentation on how Scotland proposed(es) to do this within the UK. It should give a pretty good idea of the financial, political, legal etc. issues. To some extent the cost of Brexit would be another example.

Well on 12 Monkeys they have a time travelling city which can go anywhere in time, I'm not sure if that's quite the same thing though ;)
 
Thanks all. TBH I'm walking tentatively here bearing in mind the closure of the WA forum, but:

On a current affairs programme about the EU Referendum I saw one of those maps of the UK with all the places who voted stay in one colour and all those leave another.

All the big diverse cities voted stay and the rest leave.

It made me think of a SFF story where a small country divides itself up into myriad countries à la Monaco and how I would go about writing that as a long term project.

Here's another thought on that @Phyrebrat; consider a rather more distant future scenario where the much vaunted SF idea of the post-scarcity economy has occurred. Is it possibly more likely to happen under that situation as, possibly, big governments would then be less necessary? I dunno, just a thought. (you know we really need a head scratching emoticon).
 
The former Czechoslovakia split amicably into the Czech Republic and Slovakia.

And the Soviet Union split into 15 independent countries (although things are not necessarily always as amicable now as they may have been before, of course).
