Would things such as Judge Dredd or Halo Jones be considered Grimdark?

No. They are both dystopian SF. Halo Jones is poignant, Dredd is satirical and often very funny.

What's stopping dystopian SF from being grimdark, either of the poignant type or the satirical and funny type? Not hard to think of grimdark books that either at either or both, and they're pretty much always dystopian if they're Sci-Fi.
