Apparently, Carp - and Goldfish - can survive under ice without oxygen, because they then metabolize carbohydrates into alchohol:

...convert carbohydrates into alcohol that can then be released through the gills.

You would need to drink the water under the ice rather than eat the fish. But WC Fields had quite a lot to say about drinking water that fish had been in first.
