Need help locating book title

The book is about an American space pilot who was disgraced and moved to a another country to take work with a corporation hiring pilots. The country is small but very progressive. Everyone works to defend this nation. A former leader called The General is prominent within the book. Thought the title had something like Fire from above but cannot find anything about it. Would appreciate any help in locating it.

The country he works for...middle east? Africa? Central Europe?

Trying to remember the details
.. disgraced by shooting down a pilot from Russia. He was being actively targeted by the Russian so he shot him first before he got shot. America had a policy of non aggression I guess.

.. I believe the country was located in Africa. They used rail as an active transport of thier goods.

.. it was in first person for the main character and hero of the story.

I will try to remember more details.

What was the story about? Because all I can think of so far based on the title idea you gave is Fire from the sky - a UFO abduction book.
