I believe 70s Sci fi (?) Looking for title

I believe it was set in earth's future. Main character lived off the grid. Takes up running, after meeting a female character, and father(?). There is human coexistence with an alien race on earth. They are part of government in plot (?). There is a police chief described as a large black man. Aliens had large heads, and or exposed brains. All I can remember. Not "Gateway" by Pohl, or "Midnight" by Koontz.
Any help appreciated.

The aliens and co-existing... Was this in secret cahoots with the government or did everyone know there was aliens?
You said he takes up running after meeting a girl, why? Was she a runner also? Can you remember any more details?
You said a police chief so I presume this was set in future US

Everyone knew. Yes, it was in what was left of the known world, as I can remember. There was some sort of symbiotic relationship between the aliens and humans... Possibly had conquered, that's a stretch though.
I believe the female either did run, or got him started. Don't remember the reason. But he was out of shape at first, and it detailed his progress. I can't recall if the running had something other to do with the plot, other than a character vehicle.
