Book about Mini-Godzilla on a water planet

Read this on the Late 80's, Early 90's, so published in the 70's or 80's.
Sci-Fi Book - Full Novel
Synopsis: A gene-tech company was making monsters to help humanity on a water world. One was a mini-Godzilla and one was a giant sea otter that they were training to heard fish. Godzilla kept escaping and the teenage son of the company owner had to go catch him. He meets a rich love interest, things happen. The plot behind the story was the an invading alien species was helping mini-Godzilla to escape to try and get the company shut down because the company had the only equipment on the planet that could genetically tell them apart from one of the local fauna that were used as pets.
