novel about rebirth and a truly evil villain

A novel set in the future. The evil leader uses technology to make a woman love him. When she starts to realize she doesn't love him, he makes her "reborn", with a fresh mind wash and complete love for him. This rebirth happens several times. I think the setting is on a non-earth planet. I can't remember the author or title.

While it's not the main plot of the novel, the leader of the Emergents does do this to one of the female characters.

Somehow I read Deepness in the Sky and my brain translated it to Fire Upon the Deep. Thanks for the correction, it reminded me I need to read Deepness!
