Read in late 80’s sci-fi. Paperback bald female escaped convict I believe named terra.

I read a sci-if book in the late 80’s about a detective whom drank a lot and an escaped female convict whom had a shaved head and I believe her name was terra. It was a mass market paperback and I do not remember the cover or author. I know terra the female protagonist had committed some heinous murders. She has escaped from planet or moon prison. There was detective or soldier charged to find her. All that I recall about him is drinking and possibly a piano bar.... and being a sad loner. That’s all I have And thanks for your help.

This sounds a bit like Fools Run by Patricia McKillip - 1988. Main character Terra Veridian.
