I am looking for a story about a world where the ruler was chosen because they didn't want to rule (by random choice), so they would not be a power seeker & corrupt. I read it as a child in late 70s from a book from our local library. It may have been from one of the yellow scifi anthologies (who ever published them). The world may have been run by women.
