25-30 year old book about disabled teens being experimented on and cured then leading revolution

Every few weeks this book just pops into my head and I can never find it. I have vague recollections of the main male character having a mental disability of some kind and his love interest having suffered a stroke. This group of teens are experimented on and become somewhat super human. The main male character eventually leads a revolt against the organization that did these experiments on them. I remember reading this book some time in the mid to late 80s. I am also almost positive it was part of a series.
 
Wouldn't be The Shockwave Rider, by John Brunner, would it? Main characters are being trained to be mentally superior. And it's not a revolt in the traditional sense... And it's a stand alone, not a series.

That sounds like an interesting story but not the one I am talking about. I wish I could remember more of the story and plot - I do know that among the protagonists there was the main character who was approx 16-18 and the experiments made him really strong, the female smart, there was a younger or pair of younger characters approx 14-15 yrs old - all with disabilities of one kind or another that were cured (I think this is too old to really involve nano-bytes - but along those lines) and that the cure not only fixed whatever disability they had but that fix became their strength or "power"
 
This has a lot of similarities to the classic More Than Human by Theodore Sturgeon, but not everything fits quite right.

However the MC is a female and she's the only one of the teens who is disabled but everyone gets different powers and hunt down the people who experimented on them and its much too recent to be what you are looking for; though it would be interesting to know since maybe the ideas came from the book you read.
