Read in the 70's(?). For some reason I thought it was Arthur C. Clarke but I can't find it.
Possibly a short story in a collection concerning the seeding of colony planets with humans engineered for survival in different biomes. In this case, the humans are aquatic and on the scale of pond life. The protagonists realise that there is another world above the surface film and eventually build a tracked, water-filled 'spaceship' powered and serviced by various pond life species to go exploring.
 
As you were... Just answered my own question. It was 'Surface Tension' by James Blish, as published in 'The Seedling Stars' 1970.
