Recent Book Search - (within the past few years) HUD for the Brain!

I am looking for a book I read within the past few years. . . I'm getting old so the memory is not the best anymore but here goes: Book is. . . .
1. Speculative science fiction set in modern times.
2. Centered around a new technology that allows the overlay (HUD style) of the senses with just a device affixed to the skull.
3. Device could be worn like a hat or a better version that required studs attached to the skull (body mod style).
4. Technology was the result of VERY HORRIBLE research on thousands of children!
5. Military advantage to countries that use it is HUGE - think never missing a shot, godlike battlefield awareness!
6. Mastermind of technology has secret motive - to kill off the "mean people" of the world.
7. Not YA, but not overly vulgar.
8. Hero saves the day by killing off the inventor, but the world suffers by not retaining the technology .
9. In the end, the public does not find out about the technology or the plan to kill off millions of people.
10. written in the style of Daniel Suarez. (High adventure, detailed explanations of technology).
 
I have no clue...... But talk about a plot killer.... a man who is trying to kill off all the mean people in the world? Wouldn't killing people randomly qualify you as at least a "mean person?"
