Book about a large machine who gains self awareness

Asimov's galactic computer?? "Let there be light..." (Although that's a rebirth of everything, not just civilization...)
 
Empire of the East by Fred Saberhagen. It has all of the elements. It was a trilogy that started with The Broken Lands. The machine was named Ardneh.
 
"Colossus- The Forbin Project" is a novel about a USA supercomputer that ends up talking to a similar computer in the USSR, and ultimately controlling the planet. Not sure about the collapse and rebirth of civilization.

In Anne McCaffrey's novels about the planet Pern, the humans eventually re-discover a massive computer that everyone has forgotten, which then assists them in recovering some of their past.

You know ive read and loved all her books in the past but not the Pern series the dragons put me off not my cup of tea but i may try them again

Anne McCaffrey's first 'dragon' novel was serialized in Analog magazine back in the 1960s. Analog's a sci-fi magazine, and it was a bit of a stretch to include the dragons... but if you think of them as self-mobile teleportation devices... :)
 
Read on of the shortest short stories ever written (just one page long), "Answer" by Fredrick Brown, quote "Yes, now there is a god", love this story, terrific ending !!!
