I'm looking for a book that my friend read when he was younger, but he can't find or remember the title. It was about an engineer on Earth who was sent to another planet, possibly Pluto, on a mission that inevitably goes wrong. The only other information he can remember is that this engineer was selected because he had no family and was the most qualified, and that Earth was operating under a seemingly Socialist system which is how the selection of the protagonist was made. Apprenyluy communication between individuals didn't require speaking as devices were implanted from birth that allowed telepathic/non-verbal communication, which tied into why the protagonist had to relearn English. Sorry about the convoluted explanation but I would really appreciate any help with this, finding it would make an amazing christmas present.
