It was a paperback I read in 1994 about a group of teens/ young adults that were living on the streets trying to survive by scavenging old tech. No specific city was given but I have a feeling it was set in Japan.
Everyone seems to have Aux jacks implanted into their arms and I remember a scene where a character mentions that another character wear vintage glasses even though there is no need to because of technological advances.
