Looking a book from the 1960s or 70s about a a dystopian society living in a bunker where everyone is a blue eyed blonde except for one girl

This book was made into a tv series in the UK in the 1970s.The girl has(I think) a transplant of brain tissue and slowly starts to break away from the rest of the society when her hair and eyes become brown... I think it’s by a well known author, but it wasn’t Andre Norton....
