I have been wracking my brain trying to remember this book I read. A young woman, an unimportant clone or something of a rich galactic businesswoman, hops a ride on some kind of missionary ship to a distant world. I think there's an assassination attempt of someone on this ship, not our hero though. When they get to the planet, the young woman has to be fitted for deep underwater travel (it's the only way to get there). I think she has surgical gills put in. She has to swim for literally days deep under the water. I think she finds her sister at an underwater city, they don't get along that great, but maybe they work together to get the document the young hero is looking for.

At first I thought this was a Culture novel, Iain Banks, but it's not. I think it was written within the last 30 years. One of the things I remember is that the girl had a whole Galactic dollar (or something) that she had to keep getting changed into local currency. That dollar was worth a huge amount of money. Like, it could be split into thousands of pieces of change that were worth lots of local currency.

Please help me find this book!
