(Found) Forgot name of book

So what i remember from the book is that there is a little girl who gets on a boat travels to a world where there 12 or 24 cities that represent each hour of the day. Theres also a red man that has 12 heads who is helping her. And the main villain has some sort of fish bowl around his head with “ liquid nightmares “ floating around. Its called Boat to- something, i don’t remember. I believe its called Boat to Azkaban but when i search it up it’s only Harry Potter stuff.
