Looking for a book from the 80's (? where the people of far future mars have implants that enable communication, the animals have evolved and only martians can handle them. Earth fleet left thousands of years ago and then returns. Eventually they fight, Mars wins but their philosophy requires own people to die in proportion to deaths of the other side.
