(Found) Emerald Eyes

I started reading this in the mid-90s in softcover version. Lost the book on a plane. It was given to me used by a creepy guy hitting on me. There were self-driving hover cars. Green eyed telepaths in hiding. A female protagonist but possibly several. That’s all I remember... oh, I think it was part of a trilogy, but not sure.
