Okay so this is a children's book I read, probably in the 1980s.
All I really remember is there are two children. One is normal. There is a girl next door who is able to 'float for joy' in the sense of levitation and it turns out she is a survivor / remnant of an earlier more advanced race of humans (?Atlantean?). She talks a bit about the reasons for their decline.
