looking for a recent book, after 2000 i think , about a guy that invents a new laser weapon and the trouble he has dealing with the politics in washington

There was an oldish one (I think 1960's) by Frank Herbert but I can't remember the title.

I've had a look and the one I was thinking of wasn't a book, it was a Frank Herbert short story 'Committee of the whole'
