Sci-Fi Book -Religious Zealots vs. Augmented Humans

Forgive me, but I suffer from a TBI and my memory doesn't work very well. I am trying to remember a Sci-Fi Novel I read when deployed in the military in the early 90s. I don't remember all of the details but it involved a race of Augmented Humans that were constantly attacked by Religious Zealot humans from another planet.An alien race intervenes and helps one of the Augmented Humans infiltrate the religious leadership of the zealots. Don't remember much more than that. Any help provided would be appreciated.

It's sort of feels like Absolution Gap but that came out in 2003. But the augmented humans weren't really under attack from the zealots. And the alien didn't really help (or really do much, from what I remember)

It probably isn't "What Have I Done?" by Mark Clifton.

But it is similar, and you would have a superb read while finding out.
