Sci-fi book about 3 psi groups each wanting control..,

.,.of things. They lived in secret among “normal” humans. They received their powers from a meteorite each group having different abilities. They have battles in their minds. The names of the groups I can’t recall but they were something like the kes, the trill and one other. It was written by an attorney and was an American book I read about 15-20 years ago. Please, any help...and if I can offer any other clues, let me know. Thank you!!
