Story about a boy who has a "hunch machine" in an Hugo or Nebula anthology, 1970's?

First off, it's for my girlfriend who says she's been looking for almost 5 years... trying to impress!

She's says she remembers reading a story in an anthology of award winning, or year's best stories in the 1970's (possibly early 80's) about a boy who builds or finds a machine that makes "hunches" about the outcome of situations.

She seems adamant about the term "hunch" which aligns it written with a young main character, and that it was either a Hugo or Nebula collection, which is not a certainty.

Any clues welcome!
