SF novel about mind control

I read a science fiction story from the late 1990s or early 2000’s about a man searching for someone who can control people with his mind. The person with psychic abilities thinks of himself as evolved and above humanity, and preys on normal humans, forcing them to do his bidding. There is a scene in which a number of people are sitting around a table and a pair of sunglasses are spinning by themselves. Someone in the room is controlling them, but no one knows who. Later in the novel, the protagonist discovers that he too has psychic abilities and becomes a predator himself.

Unfortunately, I can’t remember any part of the title, character names, or what the cover may have looked like. I think of this story often, but the details above are all that I can recall.
 
Sounds similar to Dan Simmon's Carrion Comfort.
