Super Aliens study humans as bacteria and use epidemics to control them

It is a short story.
I read it more than 30 years ago.
I suspect is an Asimov's story, but I'm not sure. I found a list of the Good Doctor's stories, but they are a lot and no title triggered my memory.
Plot: In bacteriology when you want to grow a bacterium you put it on something it can feed on, then you circle the solution with penicillin to avoid the bug spreads out. A scientist comes up with a theory: mankind is a big experiment of cultivation made by a super race of aliens that are observing us as we observe bacteria. They are interested in our creativity, but when humans seem close to some high understanding, they send a pestilence, as it happened in the past, three times at least: the plague of Athens in the V century b.C., the Black Death in Florence in the XIV century and the Great Plague of London in the XVII. All three happened at the peak of a creative period and thwarted it. The scientist is taken for a fool, but, at the end, something happens that lets everybody know he was right.
I find it very close to the time we live in right now.
 
It gives a faint vibe of a R.A. Lafferty story - but the title eludes me.....hard think time!
