(Found) Scifi, 90s-2000s, Aliens and humans "conquer" each other's world to fix them

Looking for a book I read probably 15 or so years ago that I was convinced was Alan Dean Foster but couldn't find any mention of in his biography. Humanity and two alien races enter into a plan where they all pretend to lose a war to each other so that they can "conquer" each other and fix the other's overpopulation issues and various problems in sort of 3 way deal. It followed several characters on the different worlds, but I distinctly remember one of them was a human who had been newly appointed as a judge and was struggling over things like culling someone for stealing bread, or being disabled. Thanks in advance for any assistance folks, I've been trying to recall this book on and off for years.
 
There was a story about a 2-way swap of 'conquerors.' It was The Alien Rulers by Piers Anthony. It was serialized in ANALOG magazine in starting in March 1968 (could have been a short story all in that one issue). I did a brief search but didn't see it listed under that name in some on-line bibliographies.
 
I have a feeling that this has already been asked and answered somewhere here in Book Search.
I'm fairly sure I saw it a few weeks ago during one of my old threads trawls
 
FYI, the basic premise of the story that PaulMmn mentions above was apparently expanded into a novel called Triple Detente.
