The book is fairly recent. I may have read it on Kindle Unlimited but fiinished it and don’t remember the title or author. It may be classified as military SF. I think it is a spin-off of a current series. The story takes place a few decades from now and the scientific enclave is in or near Virginia. A bio-war has released pathogens that cause most crops to fail so populations are greatly reduced. North America is in the worst shape, parts of Asia are in the best shape but if satellite imagery shows an out break of the blight Korea and their allies will take it out with sterilizing rockets. The protagonist has led a substantial group of refugees from somewhere near NY and they have settled near the scientific enclave and contribute as a perimeter patrol but are not allowed into the enclave. They forage in destroyed towns. The protagonist is former military. The enclave has discover a habitual planet 20/30 light years away and has two spaceships docked in orbit but conceals this from Korea. They launched an expedition years back that is approaching the planet and have managed FTL for very small objects and so have real time communication. There is a benevolent AI helping to run the enclave and it can visit the new planet. An earlier arrival has brought robots and the AI can use them. The matriarch of the enclave is using science based on research done (stolen from?) by a last generation Korean scientist whose daughter turns up at the enclave. The slow boat nears the new planet and the military team on board is revived. It is headed by a female commander. Blight has been discovered near the enclave and it is about to be obliterated. The AI working thru a robot on the new planet has encountered intelligent life with advanced tech.

it is well written with well developed characters and it is very frustrating that I cannot find it
