A story written as a letter to explain why people are being thrown into a bonfire

Looking for a story I read back in the 80's where something happens to the inhabitants of earth (I think an asteroid or something hits the earth) but it causes their brains to be turned to the outside of their heads so that if they are a cheat, a liar, an adulterous you can see it when you look at them. The story is written as a letter to the unaffected people to explain why they are or why they have already thrown them into a fire.
