Indont know about the light form concert, but the floors/ social status thing is used in more than one novel That springs to mind:
Rituals of Infinity ( I think) by Michael Moorcock
The Takeshi Kovacs novels by Richard Morgan
The Discovery of Mankind stories by Cordwainer Smith ( this one is stretching it a bit, possibly)
