(Found) SCI FI novel Male series lead travels to brutal overpopulated planet , encounters woman planning revolt by starving population; switch bodies

SCI FI book from I think about the Heinlein era of writing (1960s-1980s), not sure on the timeline, I read it as an adult maybe 5 years ago.

I think this book is from a series, about the 2nd or 3rd book, though I'm not sure I read the other books.

This book has both a male and female lead. The female is from a brutal planet/society where overpopulation has led to intense control/politics. The woman is in charge of food distribution and has been slowly starving populations to save food for an escape or a revolt?

The male lead is the series' main character and he was some kind of government employee who was contacted by an interdimensional being and served as a judge? in a previous book. The otherwordly being is female in its communication with him, and he's some sort of special/chosen person.

In this book, he is sent to the female's planet for a reason I can't remember. They eventually meet up and somewhere towards the end of the book, they end up switching bodies. There's a weird amount of text dedicated to describing the feeling of being a different gender (which is why I originally thought of Heinlein, seemed like something he would write).

I think the male character had red hair, the focus on the book's synopsis was about how crazy the woman's planet was because of the sheer amount of people packed into the habitable cities, and about how this guy (from the other books) was going to have to venture there for some reason.

Thanks for any help in finding this book, this is about all the detail I can remember, and it's driving me crazy.
 
Please mark FOUND. Solved in another thread, it is the Dosadi Experiment by Frank Herbert. The other book in the series is the Whipping Star. There's also a novelette called the Tactical Saboteur and these form the "ConSentiency Universe Series." Thanks for all the post views!
