World frozen movie - what was it?

c1960 movie where the characters are accelerated a million fold, so the world appears frozen to them. They save a child who was about to be hit by a truck by tying a tie to the break and wheel of the truck.
Anybody remember it?
Or should this go in book search?

it wasn't a film it was an episode of the Outer Limits, The Premonition (1965).
