Read c1980 in a reprint series of early utopias and science fictions.
The Moon had a population descended from about 20 people in several families which survived the Flood (which affected the Moon as well). The protagonist and the Moon people discussed why the population of the Moon was so low when there were more survivors (~20 vs 8). A world around another star had already seen Armageddon and the Second Coming of Christ (yes, it was very religious).
 
This sounds vaguely familiar. Did someone get to the moon in a balloon?
 
He traveled from world to world. Perhaps by a kind of astral projection. I can't remember.
